3 years ago my brother and his 5-year-old son dressed up as Dr Evil and Mini Me for Halloween; shaved heads, matching sneakers, and all!

It looks like a child. It's built like a child. Midgets are small but usually don't have that proportion.
What about dwarfs, they are normally proportioned. There are kids in my high school almost that small.
